QWRAP is an industry-led initiative to investigate regional collaboration on water and sewerage services in regional Queensland. The program is a collaboration among the LGAQ, qldwater, the Queensland Government, through the Department of Regional Development, Manufacturing and Water (DRDMW, previously the Department of Natural Resources, Mines and Energy) and over 60 participating councils. It provides a formal opportunity for councils to consider collaboration and alternative regional arrangements for managing services.

Nine regions are funded through QWRAP and three have created formal Regional Water Alliances.
