Amanda Hancock, Regional Strategic Infrastructure Coordinator for the Far North Queensland Regional Organisation of Councils (FNQROC) provided an update on the Far North Queensland Water Alliance (FNQWA) Water Capability Plan. The plan provides a framework of solutions for Processes, People (skills and knowledge), Integration, Systems and Data. The FNQWA held a strategic gap analysis workshop with operators and identified service delivery capability gaps. Through regional collaboration they identified 11 regional water capability initiatives and identified delivery partners to develop actions and timelines. Initiatives include standardised SOPs and design specifications, driving change in government funding and building a strong water workforce.

The initial POC involved 100+ learners using metacognition to move learners from unconscious incompetence to conscious competence in a working from heights course. The course tracks learner engagement on a journey to competency, not completion.
WSF25 Presentation David Wiskar - Release Date 01-Apr-2025: - David Wiskar provided an excellent overview of the history of funding, with changes in 2009 leading to the current system of Grant Olympics where water service providers need to compete for funding to deliver essential services. This has led to critical asset failures and high debt for regional and remote water service providers.
WSF25 Presentation Joshua Smith - Release Date 01-Apr-2025: - The journey for new positions to manage the additional water source included a business case for additional operators was eventually granted after a subsequent business case escalated risk to CWSS1. Council advertised on Careers in Water, LinkedIn, Seek, on Council’s website and at WIOA industry events, but to date only one of the new Operator positions have been filled. The Position Description allowed for growth personally and industry wide, formal and informal training opportunities and being on site for commissioning. Josh highlighted the importance of the Water Industry Worker program in providing training opportunities, increasing collaborative networks, site visits and technology exposure and capacity and capability uplifts.

Kenan Hibberd, Executive General Manager People & Corporate Services and Dionne Nowak, Learning and Development Manager at Unitywater presented “Beyond AI: Exploring technologies to improve training at Unitywater”.The Unitywater team undertook a review of their services to see where AI could increase productivity, looking at the scope and complexity of legal, governance and HR. They used the Water Industry Worker learning pathways and worked on delivering information to people in simple, sufficient ways. The review found that 48 learning activities needed to be delivered over 16 days within the first 6 months to be job ready. By using Verification of Competency, they could divide groups into a continuum of no experience, some experience and those who were already highly skilled who only required gap training. On day 1, a new starter will talk through their experience and Unitywater will develop a training plan for that individual. Unitywater estimates that this system saved them $113,955 in training costs to date.

Rick Fox, Co-founder of Fr@nk Capability Leaders, provided an excellent case study of Workplace Health and Safety training at Banana Shire Council. Rick and his team ran a Large Language Model (LLM) to assess comprehension of the WH&S Procedures and found that procedures needed to meet Grade 9 reading levels. They then simplified procedures for real-world use, mapping usability procedures to different users by including navigation markers and breaking procedures into no more than 8 steps with no more than 13 words per step.

Workplace Exposure Standards for H2S and other chemicals - Release Date 14-Sep-2023: - In August 2021, as part of the review of the Workplace Exposure Standards for 700 chemicals, Safe Work Australia proposed new lower limits for hydrogen sulphide and chlorine. These new limits have the potential to result in significant costs for water businesses. There has been a call from the urban water sector for a regulatory impact assessment (RIA) to be undertaken ahead of any change to the limits due to the concern from the industry around the cost to water businesses to implement new practices, and the proposed timeline for compliance with those limits. An RIA, if undertaken, is the responsibility of state WHS ministers: in Queensland this falls under the purview of Minister for Industrial Relations, Grace Grace. qldwater organised an information session with Brad Geinitz from Workplace Health and Safety Queensland on what compliance to WES standards looks like, and what information can be gathered by water utilities right now to understand their existing risk. This information will be very important if an RIA is undertaken in Queensland.

Some examples include a Tap Café at smaller events, youth engagement through Ignite Careers Days, partnering with TAFE to access cultural and linguistically diverse communities (e.g. the adult migrant English program), NAIDOC week activities and more. Felicity believes that we can’t predict the future, but we can help shape it – a great motto to live by.

Josh Tickell, Manager Technical Advisory and Training and Melissa Wortman, Senior Adviser Skills, Training and Workforce Development at the NSW Department of Planning and Environment presented on the Town Water Risk Reduction Program (TWWRP), it's progress and outcomes to date and next steps ahead. Queensland shares a lot of similarities with NSW in the way that water services are provided by a large number of small and/or poorly resourced service providers. In September 2022 the NSW Government partnered with NSW local water utilities and the wider water sector to implement the TWRRP to strengthen risk management and strategic planning in town water systems to better safeguard public and environmental health in regional NSW communities. A key component of the program is a water industry skills and training action plan to address a critical shortage of formally trained water operators in NSW. This shortage increases the risk of water quality safety incidents, which in turn puts public and environmental health at increased risk, increases the risk of water service delivery failure and creates organisational liabilities for water utilities. To better understand water operator employment and training issues, the department commissioned Balmoral Group Australia (BGA) to analyse the NSW water operations workforce and its access to training, resulting in the NSW water operations workforce and training analysis report and subsequently the Water operations skills and training action plan.

Annual Forum Presentation Ray McMillian - Release Date 19-Sep-2022: - Ray McMillian, Taumata Arowai (NZ Water Services Regulator), provided an overview of the independent regulator as the first pillar of the Three Waters New Zealand's reform process which saw a shift from 67 council-owned service providers into four new publicly-owned entities to manage the delivery of water and sewerage services. The obligations of the regulator, as part of the system, are to prioritise the health of water, the health needs of people and the social, economic and cultural wellbeing of communities. It provided an interesting perspective on regulatory reform that weaves together Maori and western ways of thinking, embedding the principles of stewardship into regulatory design.

Working in partnership with the councils, Moira developed a methodology, framework, and guideline for water and wastewater network infrastructure asset criticality with the intention of making it relevant for as many Queensland Water Service Providers as possible. The tool has now progressed to the trial stage, where it has been tested by several additional councils.
