Unitywater is releasing an Expression of Interest (EOI) to the market for the provision of broad scale trunk water main leakage detection services and is open to hearing from both local and international providers.

Background

Unitywater is the business that provides water supply and sewerage services to Australia’s Moreton Bay, Noosa and Sunshine Coast residential and business customers, located just north of Brisbane, Queensland.

Unitywater began operations on 1 July 2010 following establishment by the Queensland Government, under the South-East Queensland Water (Distribution and Retail) Act 2009, as part of the Queensland Government water reform program. We distribute and retail water supplied from the South East Queensland Water Grid, created to secure and efficiently manage South East Queensland’s water supplies.

Unitywater operates in one of the fastest growing regions of Australia, providing essential water supply and sewerage services to 16% of Queensland’s population. The population in Sunshine Coast and Moreton Bay regions is expected to grow from approximately 764,759 in 2015 to more than 1.04 million by 2031.

Unitywater operates and maintains more than $AU 3.1 billion of essential service infrastructure, supplying water and sewerage services to residential and business customers.  With over 5,731km of water mains, spread over a large geographical area and with a diverse range of pipe sizes, materials and ages, water loss through leakage is a significant expense to Unitywater. Unitywater is seeking to reduce its cost to serve and increase operational efficiency; therefore, we are investigating innovative, efficient methods of non-destructive, leak detection on trunk water mains.

Expression of Interest

Unitywater wants to identify technology based solutions that can be used to identify leakage on the trunk water main network infrastructure. Unitywater’s trunk main pipes range in diameter from 300mm to 1,500mm and make up 910km (or 16%) of the water network. Any leakage detection system operating on the trunk mains network must be repeatable and with little or no impact on the day-to-day operations of the water supply network. Unitywater is seeking responses from any provider of system-wide water leak detection services that can operate in this manner.

This expression of interest (EOI) is performance based, with no preferred or preselected platform or methodology. Unitywater has previously trialled technologies including; a tool which travelled through mains detecting leaks; unmanned aerial vehicles (UAVs) fitted with high definition colour and thermal cameras; and pipeline frequency injection leakage detectors. Unitywater may continue the use of some of these technologies for targeted leak detection. The intention of the EOI is to seek a solution that can review/monitor a larger proportion of the water trunk main network, and identify sites of potential or/and actual leakage.
